Bihar Cabinet Approves 'Mukhya Mantri Pratigya Yojana' To Support Youth Internships; Artists And Cultural Heritage Also Get Major Boost

Patna, Jul 01: In an important decision, the Bihar cabinet on Tuesday approved “Mukhya Mantri Pratigya Yojana” as per which the government would give financial support to youths for carrying out “internship” in companies.

Stating that it is a visionary and innovative initiative of the state government, Siddharth said that youths aged between 18 to 28 having either got training under “skill development programme” or those who have passed 12th pass, ITI, Diploma, graduate and post graduate will get financial support for availing internship training.

The youths, having abovementioned qualifications, working in companies to get training during their internship programme will be given financial support for a period ranging between three months to 12 months.

The 12th pass youths will get Rs 4000 per month for internship, while those having passed ITI/Diploma will get Rs 5000 per month as internship, Siddharth said adding that those having passed graduation and post graduation will get an internship of Rs 6,000 per month.

Apart from this, youths who will be doing internship programme out of their home district will get an additional Rs 2000 per month as livelihood support while those doing internship out of the state will get Rs 5000 per month, he said adding that livelihood support will be available for maximum period of three months.

The payment of internship amount will be made directly into their bank accounts, he said adding that a task force committee has been constituted in this regard. The committee will be headed by Development Commissioner besides the members of industries such as CII, FICCI will also be the part it.

A total of 5000 beneficiaries will be given the benefit under the scheme in the current financial year in 2025-26 while one lakh youths will be extended the benefit of the scheme in next five years beginning 2026-27.

Rs 3000 pension/month to artists-

In other important decision, the cabinet approved Art, Culture and Youth Department’s proposal to give pension of Rs 3000 per month to the artists under “Mukhya Mantri Kalakar Pension Yojana”, ACS said adding that the pension will be given to those artists who have given at least 10 years to traditional classical visual and performing arts in order to help preserve state’s rich cultural heritage.

The criteria for availing pension is that the artist’s age should be at least 50 years while their annual income should not exceed Rs 1.20 lakh. It also sanctioned Rs 1 crore for the current financial year.

The cabinet also approved “Mukhya Mantri Guru-Shishya Parampara Yojana” in order to preserve, promote and development of state’s rich cultural heritage including its rare and endangered arts, the ACS said.

A two year training programme will be started under “Mukhya Mantri Guru-Shishya Parampara Yojana” as per which youth talents of the state will be given training under the able and efficient guidance of specialists and Gurus (teacher) to preserve the rare and endangered arts besides publicising them.

Under the scheme, Gurus will be given Rs 15,000 as incentive, while musicians will be given Rs 7500 and pupils will be given Rs 3000. A total of Rs 1.11 crore has been sanctioned for the current financial year.

Land transfer for Medical College & Simaria ghat development-

It also transferred 20.60 acres of land to health department for construction of government medical college and hospital at Rampur Kodarkatti in Araria district.

It also transferred 40 acres and 25.5 decimals of land to tourism department at Simaria ghat/dham for its development in Begusarai district.

Bihar Factory Rules amendment allows women to work in hazardous factory-

The cabinet also gave its approval to labour resources department’s proposal to amend the Bihar Factory Rules 1950 that allowed women, except pregnant and lactating mothers, to work in factories which are considered as hazardous, Siddharth said. The move would pave the way for women’s employment in hazardous factories too, he added.

It also approved health department’s proposal to ensure the availability of doctor teachers in government medical colleges as per the criteria set by National Medical Sciences Commission, New Delhi for the appointment of Associate Professor and Professor in these colleges.

Elected representatives to get treatment under Mukhya Mantri Chikitsa Sahayta Kosh-

The cabinet also decided to extend the benefit of giving grant from “Mukhya Mantri Chikitsa Sahayta Kosh” to the elected representatives of Panchayati Raj Institutions and Gram Kutchery.

As per the details of the resolution taken by health department, the elected representatives suffering from cancer would get Rs 80,000 to 1.20 lakh for surgery, while heart patients would get a minimum of Rs 60,000 to Rs 1.80 lakh for different heart ailments.

Besides, they would get Rs 3 lakh for brain surgery, Rs 20,000 to Rs 40,000 for eye surgery, Rs 1.80 lakh for spinal surgery, Rs 3 lakh for kidney transplant, Rs 1.70 lakh for total hip replacement, Rs 1.50 lakh for total knee replacement, Rs 1 lakh for trauma/accident/brain haemorrhage. They can avail the benefit for 16 types of different ailments.

It also sanctioned Rs 32.48 crore for the implementation of Integrated Management Plan for Gokul Reservoir in Bhojpur district for its development by 2028-29, ACS said and added that it is centrally sponsored scheme in which the funding would be shared in 60:40 ratio.

The cabinet also approved a proposal to amend Bihar Building Bylaws 2014 as per which FAR has been increased besides the setback requirements for front and side yards has also been changed in Bihar Industrial Development Authority areas to boost industrial activities.

Domestic help, telephone reimbursement for Judges-

The cabinet also approved “Retired Chief Justices and Judges Domestic Help(s) Rule and Other Benefits Rules, 2025” to provide domestic help and telephone reimbursement to the retired Chief Justices and former judges of the high court and former Supreme Court judge.

“The high court shall provide a consolidated amount of Rs 55,000 per month to a retired Judge or spouse to engage domestic help(s)/driver(s) and Rs 60,000 per month to a retired Chief Justice or spouse or retired Judge who has been elevated as a Judge to the Hon’ble Supreme Court or their spouse,” the Rules said.

Besides, Chief Justice/Judge or their spouse or retied Judge elevated to Supreme Court Judge or their spouse will be paid Rs 15,000 per month for cell phone, landline expenses, internet service, secretarial and security services etc.
